Weekly Global Risk Digest, Issue 021
This week the Middle East war opened a second front on the map. The Houthis now hold Yemen’s entire Red Sea coast, including Perim Island in the Bab el-Mandeb, and drones launched from Iraq have shut the pipeline Saudi Arabia was using to avoid Hormuz. Two of the world’s shipping chokepoints are now under hostile pressure at the same time. The one scheduled test of diplomacy, the Salalah meeting on 14 September, was postponed the day before. The Middle East rises to 74, two points below CRITICAL and the highest composite this index has recorded.
The rest of the map is calmer than the headlines suggest. Indonesia closed its Flores earthquake emergency, Nepal’s flood has passed its acute phase, and Southeast Asia eases a point as a result. Ebola in eastern DRC slowed this week, from about 120 new cases a day to about 77. My judgment is that the Red Sea, not Hormuz, is where the next month’s surprises will come from. Plan around it.

The Houthis took Mocha and Perim Island, giving them the Bab el-Mandeb, while drones from Iraq shut Saudi Arabia’s East-West pipeline. The Salalah meeting was postponed. Security, Political and Logistics all set new archive highs, and the composite of 74 is two points below CRITICAL.
The Ebola outbreak slowed to about 77 new confirmed cases a day, down from about 120. Health holds at 94, the highest dimension score in the index, because a single slower week is not containment.
The Bab el-Mandeb seizure happened in Yemen, but it cuts traffic to the Suez Canal. Sudan’s El Obeid remains under partial siege. Scores hold.
The Nepal flood has passed its acute phase and Environmental eases four points, but the road to the Tibet border is still broken. Composite holds at 61.
- The Middle East. A rescheduled Salalah date, or the first Houthi strike on a non-Saudi ship near Perim.
- Sub-Saharan Africa. A second week under 80 confirmed Ebola cases a day, or a case in a new province.
- North Africa. MARAD Advisory 2026-006 expires on 22 September.
- South Asia. The temporary track to Rasuwagadhi, targeted before Dashain.
South America (58, HIGH, NC). Security 64 on the ELN drone campaign in Catatumbo and Cesar. Colombia’s cities remain workable; the Venezuelan border departments do not.
Eastern Europe & the Caucasus (54, HIGH, NC). The air war on Ukraine continues at the tempo already scored. Security is one point below CRITICAL.
Central Asia (52, HIGH, NC). No new driver. Afghanistan carries the HIGH band.
Central America & Caribbean (47, MODERATE, NC). Quiet Atlantic season; Haiti remains the outlier.
Southeast Asia (46, MODERATE, ↓1). Eases one point as the Flores earthquake emergency closes. Anak Krakatau remains at Level III.
East Asia (35, MODERATE, NC). Gyirong Port, the main Tibet–Nepal crossing, is destroyed; fly instead.
Australia & Oceania (29, MODERATE, NC). Bushfire season is the watch item.
Western Europe (28, MODERATE, NC). Three points above LOW for a fifth issue; the fire season has not closed.
North America (27, MODERATE, NC). Quiet week; fuel prices remain elevated.
